What makes chros different

This is the segment where the label carries the most information about the company and the least about the work. A company with a CHRO is usually older, larger and more process-driven: a formal human resources function, a works council or union relationship if it operates in Europe, an established human resources information system, and a change process that makes a cold-email-driven replacement unlikely. A company with a Chief People Officer or a Head of People is usually venture-backed, under 500 employees, and the same person is personally choosing recruiting, onboarding, engagement and benefits tooling. Identical function, opposite buying behaviour, and a filter set to CHRO alone returns only the first group.

What the role is measured on is also not what most vendors pitch. A senior human resources leader answers for regulatory and employment-law exposure, for retention in the specific roles the business cannot backfill, for time to fill on those roles, and for the total cost of the benefits programme. Nobody is measured on employee happiness as such. So a message about culture or engagement with no number attached is the same message they received yesterday, while a message about a named compliance obligation, a specific cost line, or a hiring bottleneck they are visibly stuck on is arguing in the terms of their actual review.

The buying committee is unusually wide, and this is the structural trap in the segment. Human resources tooling touches the most sensitive employee data in the company, so a purchase routes through information technology for a security review, through finance for the seat commitment, and increasingly through legal for the data processing agreement. A yes from the people leader is therefore the beginning of the process rather than the end of it, and a sequence that treats the first positive reply as a closed decision misreads how long the rest takes. Below roughly 150 employees there is no human resources leader at all, and the founder or an office manager does the buying.

Both, and the split is by company profile rather than by scope. Established and listed companies use CHRO or Chief Human Resources Officer; venture-backed companies use Chief People Officer, VP of People or Head of People, and the newer the company the more likely the People wording.

Because the labels split cleanly by company type, filtering on one of them filters the market as well as the title. A CHRO-only list is an enterprise list, and a People-only list is a startup and scale-up list.

What is an HR leader actually measured on?

Employment-law and regulatory exposure, retention in business-critical roles, time to fill those roles, and the cost of the benefits programme. These are the numbers that appear in the review, and a claim tied to one of them can be defended internally.

Engagement and culture are outcomes they care about and cannot easily put a figure against, which is exactly why an unquantified pitch about either reads as generic. Attach a number or pick a different angle.

Who else has to approve an HR purchase?

Information technology reviews the security of anything holding employee records, finance approves the seat commitment, and legal reviews the data processing terms when personal data crosses a border or a processor. In a company above roughly 500 employees, all three are usually involved.

Plan the sequence for that. Giving the people leader the security and data processing answers in writing early is what lets them start the internal process rather than wait for you to be asked.
